Yet another way to change the Mouse scroll speed is to use the Windows registry editor. First, open the Windows registry editor. Then go to the folder key listed below. In the right pane of the Desktop key, double-click on the WheelScrollLines string value (REG_SZ) to modify it. Enter a value data between 1 to 100 for the number of lines to scroll.
